The following changes impact the  AF | CX | GS | GY | HT | KI | MS | NF | TL and SB TLD's

The TLDs hosted at the CoCCA NOC in Sydney will start enforcing Registry Activation and Confirmation November 7th 2011.

On Registration, the anniversary of Registration, Renewal or Change of Registrant the Administrative contact or Registrant are sent two emails from the registry. One is a "welcome" message from the Sponsoring Organization that advises them of their rights and responsibilities as well as the contact information of their registrar; the second is an "activation" email with a link that the recipient must click on to a.) accept the TLD Registrant Agreement and AUP policy; and b.) confirm the validity of contact details provided by the registrar or reseller to the registry.

On Renewal or change of Registrant the policy must again be accepted and the contact details confirmed with 21 days or the domain will be suspended.

Following the CoCCA RFC, several registrars expressed concern that registrants might be confused if they receive a direct communication from the registry and are therefore unlikely to respond. Other registrars have advised that they are contracted to fully manage portfolios on behalf of clients and the introduction of direct registry communications is a commercially sensitive issue.

In response to these concerns we have added several features to the CoCCA's "pamoja" registry system. The registry software allows registrars to "brand" the activation emails sent to the Registrant - and if they desire, registrars can brand the host name and look and feel of the registry landing page, where registrants must confirm information lodged with the registry and agree to the TLD policy. This preserves the objective of the TLD policy while addressing the concerns expressed by registrars.

Registrars who offer "identity protection" services must lodge BOTH the Registrants "true" contact information, as well as the second set of "Registered Agent" information ( for display in the WHOIS ). This can be accomplished via a CoCCA EPP Extension.  Law enforcement or entities who purchase a public historical abstract will be provided with BOTH sets of contact information. The "true" information is the unmodified or filtered information provided by the Registrant to the Registrar at the time of registration.

Identity Protection services can offer only limited protection from data mining and abuse of a public WHOIS services, but does not exempt registrars from the requirement to lodge and maintain full information on the registrant with registry.

If the contact information provided by Registrars during registration is correct and accurate, the new system and policy will not place any burden whatsoever on a Registrars current automated systems. If there are inconsistencies, inaccuracies or problems with the data, then there are a variety of manual tools available to Registrars via the control panel to resend the activation emails, or activate if empowered as a registered agent.
